Normally, the budget is presented by the Finance Minister, and all the other Ministers listen to his speech in the Parliament. Only for Railways, the Minister makes a detailed presentation. In order to give a greater commitment to the different Ministries, it would be better if, at least for the Major Departments like Defence, home, Telecommunications, Highways, Petroleum, Education, Health etc, the concerned Minister makes a Presentation in the Parliament. It should cover the physical targetets, specific Projects, Likely completion Date, Resources needed etc, Each such Presentation may take a few hours. This step, I feel may give a better understanding of the goals the country is likely to achieve during the year. A start may perhaps be made this year.
