Comprehensive support to revitalize healthcare sector :
A. Government Healthcare Sector : (a) Encourage private sector’s involvement in management of Government hospitals: This will improve their healthcare delivery & care (b) Allow use of Government hospitals in specific locations to private medical colleges for teaching purposes based on investment commitments and service level agreements: This will enable better dispersal of medical schools across the country, increase availability of medical seats and improve Government hospital infrastructure. B. Corporate Healthcare Sector : (i)Make concessional funding available to / provide subsidies to and tax incentivize healthcare sector to set up Greenfield projects in tier II and tier III towns: This will help in wide dispersal of hospitals across the country. (ii)Tax incentivize hospitals to get accreditation of facilities and services from national and international agencies: This will help put proper processes and systems in place and improve quality of delivery and care. (iii)Provide tax benefits to hospitals to attract and treat foreign patients: This will support foreign exchange earnings.
C. Individuals : (1) Provide tax incentives to individuals to take health insurance cover: This will encourage healthcare to be insurance based rather than cash based. (2) Increase limits on tax deduction on medical expenditure
D. General : 1.Government to provide guarantee cover on loans by financial institutions in areas of nursing and paramedical education and for vocational training in healthcare services, such as, health and nursing assistants, hospital equipment maintenance and hospital housekeeping services: This will enhance employment opportunities and increase skill pool at the lower end of the spectrum of the healthcare sector.
