In 2009 Finance Bill, Govt. had liberalized the Customs Policy and Procedure under Clause 84 (Customs) by providing refund of Import Duty already paid. This year we expect that the Govt. will liberalise Central Excise Rules and Procedures for "Self Sealing and Self Certification Scheme by permitting the entry of goods in another factory of the same Manufacturer for consolidation / loading of export consignments in the container". Since the amended Self Sealing and Self Certification Scheme will be without Central Excise Supervision, it will help the Exporters to reduce transaction costs as also to save considerable time and dispatch the containers much faster to the gateway port and thus able to compete with the other Global Giants by supplying the material intime without any additional cost. For the above symplification / amendment of the above Scheme, there is no financial liability to the government.
